The map shows governorate administrative boundaries, not lines of de facto control. The occupied Golan is shown as Syrian territory. Umran publishes no coordinates for live network facilities.

Why every cell is empty

Every available figure for Syria's telecom sector is national. Coverage, fibre, quality and prices are not published by governorate, so this map has nothing to shade — Barq Net's scope covers all fourteen, and nothing shows which of them the service has actually reached. A choropleth would look more finished and tell you less, so the grid stays until there is something real to colour.
