Barq Net — fibre to the premises
A nationwide fibre-to-the-premises network across all 14 governorates, delivered as a public–private partnership involving local and international firms, on a VULA-based open-access wholesale model that separates infrastructure from services so providers compete on price and quality. Infrastructure investors are obliged to extend fibre to all cities, towns and villages, and fixed wireless access is permitted as a fallback where fibre cannot reach destroyed or remote areas, as determined by the ministry and the regulator. Per the minister, SilkLink is the backbone and Barq Net the last mile, the two connecting directly once the backbone completes.
