Two claims that cannot both hold

These statements are irreconcilable: one has SilkLink's first phase finishing eighteen months before the other has it starting. Umran publishes both, unaveraged and unranked. Deciding between them is an analysis piece, not a data field — and the fact that both are on the record is itself the finding.

The conflict with the ministry's statement is not about which phase — it is about the calendar. The ministry had phase one COMPLETE by around June 2026; these disclosures have the whole project completing more than a year later. The ministry's date has now passed.
